106/9/23無界的愛─台灣與國際醫療講座【馬紹爾群島醫療團─愛在日出與日落】董事長致詞稿

午安。歡迎各位參加今天下午由社教文化基金會所舉辦的「台灣與國際醫療」講座。我是社教文化基金會董事長黃居正。清華大學科技法律研究所教授。

今年非常幸運的,我們社教文化基金會董事裡有很多來自醫護界的前輩。在他們的鼓勵與支持下,基金會計畫從今年下半年開始,推動一系列的「台灣與國際醫療」講座。今天的講座就是這系列活動的第一場。

台灣因為國際地位特殊,雖然在醫學技術的發展與人道愛心的奉獻能力上,都不輸給任何先進國家,卻無法以會員國之身份,參加與人權,公衛及人道主義有關的國際組織。雖然如此,台灣各界,尤其是醫護界,在過去幾十年來,仍然持續、無私地以各種其他管道,投入國際人道援助與醫療合作。

透過這些國際合作與援助,除了讓台灣社會再次有機會,去認識、了解世界上多元的社會,跟多元的文明,也讓台灣人理解,自己在國際上並非弱者,也有能力與其他文明國家一樣,在人權與人道議題上,做出貢獻。相對的,國際社會也能漸漸認識台灣的重要性與必要性。

馬紹爾,是目前統治台灣的中華民國,在亞太地區最重要的友邦之一。馬紹爾在地理上是由29個環礁及1,225個小島所組成。在台灣的遠洋漁業中,尤其是太平洋地區,馬紹爾也是我們最重要的漁業轉運港跟作業基地。衛生福利部雙和醫院,也從四年前開始,派設馬紹爾醫療團。可以說在產業,與文化上,馬紹爾都是與台灣最緊密合作的友邦。

在民族組成與文化內容上,馬紹爾與台灣同屬以南島語族為主要成員的多元文化主體。台灣的原住民族特別是世居於蘭嶼的達悟族,在歷史上面對外來者,都曾遭遇相同的命運。我們透過今天的演講,也可以藉以回顧當我們自私地將低劑量核廢料儲存於蘭嶼時,對島上居民造成的傷害。並學習馬紹爾在受到核子試爆損害時,如何藉由各種賠償計劃來重建的經驗。

因此,以台灣與馬紹爾的醫療合作,作為我們系列講座的第一場,特別有意義。

今天,基金會非常榮幸,在衛服部雙和醫院的協助下,能邀請到雙和醫院泌尿科胡書維醫生,整形外科暨燒燙傷傷口整合照護中心技術組長黃晴雯護理長,擔任我們的講者。與我們分享,她們在馬紹爾的工作,與生活經驗。感謝她們的專業,與愛心,帶給台灣人豐富的啟發。

Opening Address in English

Honorable Ambassador Frederick Muller, Ms. Muller, Paramount Chief Lein Tawoi Zedkeia, Ms. Zedkeia, Board Members of Foundation for International Exchange and Cultural Development, Ladies and Gentlemen:

Good Afternoon. Welcome to the Series Lecture on Taiwan and International Medical Aid. My name Is Chris Huang, Chairman of the board of directors, Foundation for International Exchange and Cultural Development. Currently full-time professor of National Tsing Hua University law school.

The Foundation is very fortunate to have many members of the board with background of medical science. With their encouragement and support, we are able to plan and execute this series lectures on Taiwan and International Medical Aid, which starts from the later-half of this year.

Due to her special international legal status, Taiwan is not allowed to participate in any international organizations related with human rights, public health and humanitarian matters as a member State, even though its advancement of medical science and humanitarian consciousness is no less than any civilized country. Which however, never hampered the efforts of Taiwanese to provide medical aid and humanitarian support to those countries in need through alternative channels.

Through the provision of international medical aid and humanitarian support, the society of Taiwan starts to realize the multi-faces of political organizations and civilizations of other countries, in the meantime, her capacity to contribute to the international society. Such an endeavor on the other hand, may also help the world to appreciate the indivisibility and importance of Taiwan as a potential member State.

The Republic of the Marshall Islands had formal and treasurable diplomatic relationship with regime currently occupies Taiwan. The republic is composed geographically of 29 atolls and 1225 islands, and is the requisite transit and supply base for the maritime and fishery industry of Taiwan. Shuang Ho Hospital of the Ministry of Health and Welfare started to dispatch team of medical aid to the republic since 2013, which hold even closer the tie between two countries of endearment.

Composed also mainly with Austronesian ethnic origin, the Republic of the Marshall Islands share with Taiwan the same multi-culturalism. While reflecting our common history, the indigenous peoples of the two entities endured the same arbitrary decisions of the foreign settlers and suffered the poisonous effects of nuclear activities. I think Taiwan can also learn very much from the comprehensive compensation scheme of the Republic of the Marshall Islands when dealing with the similar injustice.

I am very glad today that we could have this rare chance to invite Dr. Hu and Section Chief Ms. Huang to share with us their valuable work and experience while providing medical aid in the Republic of the Marshall Islands, of course also with the generous support of Shuang Ho Hospital and Ministry of Health and Welfare.
